When Jhin is ulted and killed by Mordekaiser, he never spends bullets. This wouldn't be too much of a problem, but if Jhin dies when he is on his 4th bullet, ALL attacks from Jhins ghost will deal the extra damage from his passive.
I thought this was well known at this point? :O
Don't believe this is a bug, though it might be an unintentional mechanic. Seems fine to me as it is very unlikely to plan to get Jhin on the 4th bullet so I view it like a lucky bonus. On the other end of the spectrum getting Scion with Mordekaiser's Ult and having to survive until Scion is truly KO'd before you get the benefit of his ghost. So just a couple flavorful quirks on those two characters. Just goes to show, you cannot play as or against Mordekaiser the same way with every champion, must adjust your strategy.
