lvl 21 Player with 7 ranked wins?

A person on my friends list is lvl 21 but the LoL client displays him having seven wins why is this and how is this?

I regularly see people who show lv30 on the forums on mouse hover, and lv1 or lv14 or something in profile, or the reverse.
Sometimes their lvl does not update for a while
Glitchy API. They probably level 30 and in placement matches for ranked.
