This isn't guaranteed to fix the issue but try resynching the clock on your computer.

To resynch your clock follow this:

if on windows 10, right click the clock -> adjust date/time -> scroll down to related settings and click the "additional time, date, and regional settings" link -> click the "set the time and date" link -> go to the internet time tab and click change settings

If the problem is happening with more than an hour difference in times being listed this may have to do with an incorrect time zone being selected and people who have manually changed their clock to account for it.

If thats that's the case look into finding a correct time zone and see if that fixes the issue, otherwise you'll have to wait for a riot fix.

itsa bug no one touches the time on the computer. but i dont see how that effects the chat at all could explain how that could have effect it?

power outages or random things throughout the week can cause the time to unsynch from the global internet clock, most people have their clock set to autosynch once a week or so which allows for there to be slight changes for some people. Other people may have had a time zone preselected that wasnt for their region and instead of selecting the correct time zone they manually changed the time on their clock (which also stops it from autosynching i think).

Edit: (This is what i assume is happening) All chat goes through riot servers and receives a time stamp, when that chat message then reaches your computer its converted to your time zone (but not using your clock), so when you send a message it uses your clock for the time stamp, once it hits riot servers that stamp is removed and the server places a time stamp, when this reaches the other person the riot time stamp is the converted into time zone of the computer its being sent to, its not just using the time that is already on the computer. It only uses your current clocks time when you send a message but not when you receive it.
