Yeah, I always wondered about that. IIRC, spawned minions (Heimer turrets, Zyra plants) used to not proc it too, but that was fixed ages ago. I wonder if this was just missed in that.

It does, but I suppose it was on CD.

Correct. Why is this? People will be red, it's off cooldown, but it doesn't proc dark harvest.
