Why hell is my client scanning stuff while i play league?

Ok, just my recent match I was lagging, a lot I usually don't lag up to 500-1000 ping, even when all the technology in my house are of use it only goes to 100-180 ping. As my game ended I go to the main screen and see on my top left "scanning" I was like are you serious? I'm just suspecting that the random scanning is what's causing me to lag...Please Fix or help as soon as possible [zombie-brand-clap]
