[GAMEPLAY] Risen Fiddlesticks No Skills

I played an ARAM a moment ago with Risen Fiddlesticks. Could not use any skills until very late game. Even then, I used my R three times. Could not use summoners, either.

Went into a custom with a random champ to see if it was a problem on my end and had no problem firing skills.
