Twitch's ultimate missing

I think it's pretty well know that Twitch's ultimate can miss. I'm not sure if it's always been like this or just recently but either way it's not consistent with the description of the ability. Here is the description of spray and pray from the official league of legends site.

Spray and Pray:

Twitch unleashes the full power of his crossbow, shooting bolts over a great distance that pierce all enemies caught in their path.

For 5 seconds Twitch gains 300 Attack Range and 20/30/40 Bonus Attack Damage. For the duration, his basic attacks become piercing bolts that deal 20% less damage to subsequent targets, down to a minimum of 40% damage. Stealth - Camouflage: Activating Spray and Pray does not end Camouflage.

Since Twitch's basic attacks are normally not a skill shot (I think the same can be said for any champion), then they should still not be a skill shot when ultimate is active (unless explicitly stated in the ability description). Riot please either update Twitch's ultimate ability so that his basic attacks function normally or change the description to match what his ultimate currently does.
