I can't pick my runes on a ranked game WTF

I was triying to play a ranked game, but when i decided to pick my runes it says that i cant until lvl 8, wtf is that? please i dont know what happened, help me!!!.

Are there any other details you can remember about the game? This sounds like a super serious bug that should be fixed ASAP. [sg-janna] Linking the online match history for the game would be a big help.
If possible, please also submit a detailed bug report through the client and include as much info as you can remember. (If you're in the client click the little bug in the very bottom right corner and it should open the online bug report tool.)
