Frame Cap isn't working
I set my fps to 120 and all it does is stops 60, if I go lower than 60 it works.

Well the Frame Cap is just limiting the Frame NOT to go OVER the set limit. Thats mean you need a drivers update for your graphics card or you need a better graphics card if you want more than 60 FPS in the game.
Do you have VSync on?
