[GAMEPLAY] Cases when Quinn does not trigger the mark of Harrier

Description: Sometimes a normal bolt/arrow is shot at the marked target without triggering/consuming the mark. This sometimes even happens when you AutoAttack right after Quinn's Vault (Vault is supposed to put a mark on the target).

Ways to Reproduce the Bug:

1. Perform an AutoAttack right after Valor shows up to mark the target but before the target is completely marked.
2. AutoAttack the target right after Vault (E) on a high Ping (slow connection).
