Soraka ult no assist
Soraka's Wish [R] doesn't give her an assist when the fighting Ally was full HP at use, even when Soraka has Windspeaker's Blessing.

Same reason Twisted Fate ult doesn't give assists for vision, or when it used to slow.
Riot said years ago that they don't want people using their ultimates like that, they want them used properly.
It's not a bug. Working as intended. And stop trying to ult to boost your numbers. If you wanted to waste abilities to make yourself look good then play Vayne or something.
Not if it doesn't heal.
