New Diana Skin Bug

There is a weird bug that has occurred several times in Ranked games with the new Dark Waters Diana skin on NA West. I don't know if anyone else has experienced this but since it has occurred both when I am playing Diana with the skin and when the enemy is playing Diana with the skin I thought I would report it. During a full teamfight with at least 4 or more champs on the screen, when the Diana uses her ultimate the game for the opposing side completely freezes for a good 3 or 4 seconds. It first happened when I was playing Dark Waters Diana and I ulted into a fight and after the fight the enemy accused me of ddosing them. I went on not thinking much of it, assuming there was something wrong on their end (computer/ISP/router). Then several games later I faced against a Diana with the skin. About 15 mins into the game I was heading down mid to help my team with a fight. I was watching the fight and the Diana ulted in and a complete freeze occurred on the screen for about 3 seconds and then everyone was dead. I asked my teammates if the same thing happened to them and they confirmed my suspicion. Please take a look into the skin, it might be these scenarios are acute and not repeatable but I think something game breaking like this is worth looking into. Thank you for your time.
