frame skips

For the last couple of days i've suddenly been getting frame skips despite having ping of 60 and 144 fps consistently. Everything feels a little bit delayed and sometimes when i try to throw out abilities, ill throw out a combo and the screen will freeze for a second and then i'll see all my abilities pop up at once. My fps and ping aren't spiking though. I've tried turning v sync off and on fixing the patch re installing the game switching to borderless capping fps uncapping fps lowering setting but the problem wont go away. Every thread I've looked at so far no one seems to know whats wrong. If anyone one could help that would be great.
