If you have more than 3 level 7 champion mastery, it'll only show the top 3 level 7's and will not show the rest of them in progress. Idk if this is a bug but I want a refund from upgrading to level 7 if it isn't gunna show xd
In progress means you are in the progress of hitting level 7, you can see all your masteries on the "Champions" page in your profile

its not a bug because the in progress tab is for champs in progress
Like Shenpai Ekko said, just go to ur champions page and you'll see all of the champions and their mastery
