1-10 FPS in client and in-game, never had this happen before.

So recently I've decided to pick up the game again. I haven't had it installed since i rebuilt my computer. What I'm currently working with is a 1060 3gb and a ryzen 5. I've spent the past couple hours digging around seeing all the other tons of Ryzen related issues in LoLforums. I've come to find that pretty much eveyone else with similar builds is/was having the same problem, but it isn't clear if it's being worked on or if there will be a fix.

Am I just one of the unlucky assholes who can't play their league account anymore til Riot does something? INB4 "HAVE YOU TRIED HIGH PERFORMANCE MODDDDE, CORE AFFINITY, ETC" yes that's why im here.

--Edit . also forgot to mention I currently play every other game just fine at 144 fps (my display refresh rate) or beyond. or as close as i can to 144. Yet I can't open this game that originally looked like a Ps2 game, sounds like a coding thing.
