Runes Not Working on Jhin

For some reason my Runes are not working on Jhin. In addition his reload for "W" takes way to long and has gotten me killed several times. Why the hell is this "delay" in his arsenal even allowed. It is such a hindrance and makes him vulnerable without opting out if it. I just don't see any relevance to this character's kit if I am getting killed every time I reload something that that should take a sec, not 3. WTF I ask?
