Black Screen After Champ Select Patch 8.19

I have tried several times to alleviate this issue. I am currently running a GeForce 1080 GTX GPU with Patch 411.70 on Windows 10.

After champ select, when the game is loading, the screen goes black. I eventually log into the game and it is still a black screen. I have the game sounds and noises, but no ability to see anything. I have reinstalled the game twice, went back to 399.63 Patch and the problem still remains. It is frustating to say the least. When I alt+tab, I see flashes of the in-game loading screen.
