Went through champ select and client pulled up to load game. Sat at 92% for 10 minutes or more with 52 ping. Not an issue with my network connection. Could not access task manager or anything else bc I could not physically exit the client. Had to sign completely out of windows, come back, and tried to load back up, just to get another black screen telling me it's my network connection (it's not.).
Dunno the issue but i got the same issue as well like 3 minutes into the game. Guess we wait and see :)

I've had the same issue multiple times as well. It varied for me though. It's happened:
While in this state, I have been able to open up task manager and alt tab at times (not always), but I haven't been able to click on anything. As soon as I click, it just switches back to league. The only thing I'm able to do is restart my PC manually.
I agree, the loading screen is extremely unstable ("extremely" I define as happening WAY too often for how long Riot have had to perfect their technology, and all the resources they have available to fix the problem).
It's truly annoying that it just freezes sometimes at 100% even. It often happens during alt-tab (I don't know why it can't handle that), but not always, sometimes I leave it without touching it and it still freezes.
