After logging in my PC locks up for 10 seconds [CLIENT] [CRASH]

So 80% of the time when I log in to my account on the LoL client, my PC will lock up after logging in and then I will have to wait for 10 seconds or less and then I am presented with the same screen presented in the attached picture, it is very annoying and it happened on my old laptop when I played on it but that lasted for a good MINUTE whereas this one like I said earlier lasts a few seconds, this has also been happening for a while, like season 4.

1.Start Launcher 2.Start Client 3.Login 4.Problem reproduced 5.Cry for 10 seconds 6.Cry because LoL client sucks

Edit - After the lock up ends, the game can be operated fine, it's just very very annoying and for people with older laptops/PC's they will suffer a lot more than me
