[CLIENT][GAMEPLAY] Missing UI and minimap bug and minion freezing in place bug

The first bug just happen in summoners rift 5v5 where I started the game with no spells/UI, i could only auto attack because I couldn't pick a spell. I tried changing game settings, but nothing worked until i disconnected and then reconnected.

Also, this minion freezing and not attacking is absolutely terrible. I've only noticed it in my favor, saving me a tower or two, but it has to be fixed.

If only cs:go wasn't more broken.
