blocking feature post game works and doesnt?

so to cut down on some of MY toxic behavior i usually mute / block whomever is on the verge of making me spew my toxic speeches during SR. however i noticed recently that the "block player" feature during the post game stats works when it wants to. like i want to block a player it usually asks me if i really want to and blah blah blah. doesnt come up, and the popup notification doesnt say player so and so was added to your block list.

and as far as i know unless it changed your block list is infinite? unlike your friends list which there is a limit.
