Unable to connect to chat within Draft Pick (ranked)

It hasn't specifically affected myself, however, it has affected my teammates and duo partner when i play. I ask for input and who's laning where so theres no confusion, but that simply isnt happening because not everyone is in the chat lobby during the draft pick.
