[GAMEPLAY] Targeting Tibbers to attack inhibitor/nexus not working as expected.

Situating the bug: Annie Players who do not control Tibbers and let the AI do its work do not experience this bug and Tibbers hits the inhib/nexus as he's supposed to in this case. The bug only affects targeting inhibs and Nexus, all other objectives/enemies work fine. The bug has been around for at least 3 patches, but I suspect it was introduced the last time the Tibbers AI was edited.

Description: When you target an inhib or nexus tibbers will walk towards it and then simply stand still and not hit anything. When you don't control Tibbers at all, Tibbers will target the nearest enemies and will after that hit the inhib/nexus as expected.

Steps to reproduce:

1. Spawn Tibbers
2. Use R or ALT to target Tibbers to attack the inhib/nexus
3. Tibbers walks to inhib/nexus
4. Tibbers stands still doing nothing

Reproduction rate: As far as my experience goes this has a 100% reproduction rate going over about 100 games of playing Annie over the last few patches. I hope this provides enough information to figure out why it's happening and to fix it.
