Don't Have Draft Mode

When the update 6.22 came out,I wanted to play draft because i wasnt level 30 I was 24.But there only was ranked flex and blind pick. I thought they disabled draft mode but they didn't,so I don't know if it nis because of this new update that I have to be level 30 or a glitch?
