Lucian ult not dealing 400% damage onto minions.

Hi. I just wanted to report a bug that is somewhat really annoying. Lucian's ult is SUPPOSE to be able to clear a whole minion wave right? 400% damage onto minions as the tooltip might suggest? But for now it's BARELY EVEN ABLE to kill 2 minions in the wave. -_- . Can we have an update on this issue. Is it SUPPOSE to deal 400% damage onto minions or not?

When did you last try this? Because the hotfix in 5.23 said it fixed this
