Champ bought but still locked

On 19th of October i purchased Corki with my IP. IP was gone but the Champ overview says hes locked. Tried restarting client over 10 times and after 2 days nothing happened. He appears in my Purchase History as bought but not refundable. I contacted the League of Legends Support but still didnt get an answer. Anyone experienced something similar?
