Slow motion gameplay and uncontrolled fps cap rate.

So like in season 2 and 3 i always kept my frame cap rate at 30 and it ran fairly smoothly, because my pc is nothing special, it just barely ran league then, with everything on the lowest possible setting. But then in season 4, something changed and my frames even tho i setting it to 30 frames cap rate its always at 60, and my pc cant handle that very well, and i dont really have the money atm the moment to buy a new computer. but then if that werent bad enough then i got the high ping issue in teamfights and dcing and being unable to reconnect. So i researched it and found out pando media booster causes alot of lag, so i uninstalled it like it tells you to do, it really helped, until last night. Today is 10/3/2014, yesterday i was playing just fine without much lag, still at 60 fps, but today i was at 120 fps and my champ and the entire game was in slow motion, and they would slowly walk around and then just kinda moonwalk and flash around as my pc tried to keep up with the Massive fps, can i just please go back to 30 fps.

Can anyone help me, or is anyone else having the same problem, cause it wasnt doing this yesterday, its something that riot changed im almost shure of it, i havent changed anything at all since yesterday.
