Sion's Decimating Smash bug [GAMEPLAY]

Whenever i play Sion, weather support top or even mid, i notice that i cant set it off when i wish, i feel like i lag whenever it is channeled - so into a custom i went to test, finding that after watching the MS refresh every 0.5 seconds (standard text refresh rate) whenever i charge my Q on Sion the text refresh goes from 0.5 seconds to 0.005 seconds and it increases to a perfect 500 MS for the duration of the Decimating Smash i don't know if this happens to anyone else but after setting off the Smash multiple times and having consistent results i'm certain its not just my bronze ass... I FEEL NO PAIN
