Garen Q is still landing while blinded

I hit garen with a blind dart from teemo and he still landed a Q on me. He used the Q, ran at my team, I blinded him and he swung down and silenced me for 1.5 seconds and dealt damage. According to the patch notes, on hit effects and abilities do not hit if the champion is blinded. That was to make blind more useful than just stopping AA.
