Statering/Lag with no FPS and no ping drops

Hi there.Has anyone experience something similar? 5-6 days after 9.2 patch i could not play cause of this.While my fps are 110-120 and ping 80 i get that lags/statering for 2-3 secs making the game unplayable.That lags starts 2-3 minutes after the game starts.The only thing that i did was to lock to 120 fps but no change at all.
