Phantom Dancer not granting bonus 7% MS nor ghost walk when near enemy champions

Description: Phantom Dancer isn't granting its Spectral Waltz passive. No bonus 7% MS when near enemy champs and can't walk through units.

Steps to reproduce: I went into the practice tool and added in a Shyvana bot. Upon entering the game, I gave myself bonus gold and bought a Phantom Dancer. I then went to botlane, spawned an enemy target dummy, and waited for Shyvana bot to go into lane. I then attempted to path through minions while near Shyvana and/or the dummy.

Expected result: Upon approaching Shyvana and the target dummy, my champion's movement speed should increase, and my champion should be able to walk through minions.

Observed result: Despite being near both the enemy target dummy and an enemy Shyvana, my movement speed did not increase. When I attempted to path through enemy minions, I was blocked by them.

Reproduction rate: I was able to reproduce this bug 2/2 times in practice tool.
