No friends list, and no pregame or postgame lobby chat

I have seen many players having this issue. I dont have a friends list, (its just blank on the right side), and I also cant chat in a pregame or postgame lobby. I just have the 'Connecting...' text in the chat block. I've seen many "solutions" to this problem but NONE work. Syncing date/time, uninstalling, repair tool. No help. I even have the new client and everything, fully updated, and still, same issue. I'm wondering if others have this issue, and if any other methods work to fix it. This is ridiculous for a company of one of the biggest games, after 10 years, that they STILL have issues with a friends list and chatting.
