[Gameplay] Summoner spells not working?

Not a whole lot of information about it. I just know that I was in top lane the whole time, playing as Fiora against the recently re-worked Shen. My summoner spells were not on cooldown because I hadn't used Flash all game. However the summoner spells seemed to be slightly dimmer(LIke being silenced or something like that) than usual, both of them. I was literally spamming Teleport after I had respawned and it did not work either, I know for a fact I hadn't used that summoner yet either. Then about 3 or 4 minutes later, both of the summoners became brighter again at the same time. My theory is that maybe it's a bug with Shen's taunt that makes your summoner spells stay the way they are when taunted, for awhile.
