Download Time IS NOT OK

This is the third time I have downloaded this game sense late season 4. I have uninstalled and reinstalled it two times before and both went pretty fast. My internet provider and computer have only got better sense then so there is no reason for it to be slower than an hour.

When I first start the download, it's going at about 3k KBps. But before it can even hit 2%, download speed is at 500 KBps. This lets me know that my computer can download it faster but there is something keeping it from maxing at the max speed its SUPPOSED to go. I started downloading it last night and it got to about 33% before step 2/2 and sat there till I woke up. I uninstalled and reinstalled AGAIN and the exact same thing happened again, but this time I am at 15% when I started the download an hour ago.

Is there anything I can do in my settings to make my computer kind of "overclock" the download so it focuses on nothing BUT the download of the game? It makes no sense that my computer would give up so quickly and simply not try after just 10-15 seconds of downloading and run at this slow and disappointing speed the whole day and night.

From the time I started writing this for help, it just went down again by another 100 KBps and still decreasing.

Edit: Now 300KBps.

Edit to Edit: I am now at 100 KBps. I am on a wired internet connection paying for 100MBps From my provider. I am 99% sure that the problem is not on my end. I posted this just this morning and it is not 5:30 and I am only at 35%. Assuming it is on the side of things that is out of m control, will it be looked into soon? Is there anybody trying to download the game at the same time I am? If so, I can tell you are having the same problem cause as well as myself, I am looking for help also.
