Irelia bugged

Greetings Riot.

I want to tell, Irelia's Equilibrium Strike skill is bugged very much. Whenever Irelia had more % health then the enemy champion, she still stunned the target instead of slowing it. And it's a pretty annyoing bug. Thank you if you investigate this.
