[CLIENT] [GAMEPLAY] Dropdown Menu sticks, Perma Target Reticle

[CLIENT} So for a while I have been noticing a small issue with the dropdown menus for Rune/Mastery page selection in the champ select screen. Before it would on occasion make me have to select the desired page twice before it would accept it but after this patch it has gotten much worse. Now in a lot of my champ selects every time I select the desired page it will close the menu and the menus are unresponsive to mouse wheel scroll so I have to manually drag the slidebar up and down. Sometimes I have to this many times before it will finally accept my selection and I have to do it with both Rune and Mastery selection.

[GAMEPLAY] Sometimes during a game my cursor is suddenly replaced with the diamond targeting reticle after using abilities. My theory is that it has something to do with using an ability while having another ability's indicator up but I haven't tested that yet. Regardless it seems to correct itself eventually during play.
