More CDR after refund morellonomicon

I played as Annie. I have . the cdr was 14%. after purched , my cdr became 24%, thats normal; then I refund that morellonomicon, cdr was 34% instead. And all my teammates see that 34% cdr on me. However, if I purchase any other items, cdr back to 14%. I did that back and forth 5 times, the same thing happened. I took photos of that. If someone can tell me how to post pictures, I can post them.
