Low Priority Queue Broken

LOL doesn't load so I restart my PC then after i went back to the game so i can play. My Teammates surrender for no reason we were not losing or anything no one even died yet so then i get place in a Low Priority Queue i have to wait 20 minutess to play lol like wtf Rito Please Fix This
