weird stick thing bug

so it's been like this for a while. Everytime i play there would be sticks and depending where i am on the map i can't see anything because of the sticks. How would i fix this? i tried lowering the graphics. it doesn't look bad in the picture because the blue base is one of the places on the map where i can actually see but as i walk towards mid lane or top lane or bot lane there are areas where it is covered by a huge black almost kind of like a black pixel.
