[Gameplay] can't execute minions with Relic Shield

i played a game as and i could not execute minions with even when i upgraded it to i could not execute them.

i was on lane with and i just tried to execute the first 2 minions, they was on 150-200 hp but i couldn't, and said that i could execute them when they was on 200 hp. it was the whole game, i tried to be next to another champion and the same thing happend i could not execute them. to get the stack off i needed to last hit.
