Aatrox Passive Cool down does not decrease as intended from 225/200/175/150

Every game I play as Aatrox, the first time the passive activates the cool down is 225. After it activates for the first time the passives cool down increases to 250. Then after I hit level 16 in game, the passive then goes to 225, every single time i play Aatrox
