To reporduce this bug is pretty simple; Head into a custom game and use Hecarim's E ability. The rainbow trail that is supposed to show up (even on max settings) does not
I really loved this skin because of that. I believe this bug has been here since 6.5's changes to hecarim's E

6.9 is the mage update, so next patch, yes.
