Unable to purchase "Raptor Cloak" in game

While attempting to build a Talisman of Ascension for Garen, I bought Rejuvenation beads and a chain vest, but could not upgrade them to a raptor cloak. The button was greyed-out. Ironically, I was able to buy the Talisman itself as after a few seconds of frustration, I found myself with enough money. This was in ARAM.

What were you doing playing support Garen?

CDR, Health regen, speed, more speed, free gold, and now it has armor? It's a shame about the wasted mana regen, but this looks like a great garen item to me.
