Pre-Game chat doesn't work. Cannot find a Fix for the life of me

This is in the bug section because riot doesn't seem to mind the support section. I've been struggling with this for a month now. Out of nowhere. I don't have a firewall either. Don't tell me it's my fault because I did nothing to change this random event. Highly frustrated with this.
