Dodge Queue Timer is Bugged.

Dodged an Aram for the first time ever after playing 500 games. I got a 15 min penalty but I timed it and it was more like 25 min. What the bloddy hell is wrong with the timer?

I'm having a problem where I'm inviting a friend to play with me on Summoner's Rift, not ranked, and she constantly has a 5 minute AFK/dodge penalty after never leaving games. After 3 consecutive 5 minute timers, we played a game, tried to play again, and she had another 5 minute AFK/dodge penalty. Maybe the whole thing is bugged
