[CLIENT] Stuck in champ select at countdown 0, CAN't Lock in, CAN chat, penalized for no lock in. S6

I am able to join champion select but once I do, the whole champ select process appears to have stopped (but it keeps going for everyone else). The countdown keeps going till it reaches 0 but stays there at 0 after that. Also, I am able to chat with my teammates in the champ select. After a while, I am placed back in the lobby after being removed from the champ select, and penalized for not "locking in".

1. Start ranked queue
2. After joining the champ select chat room, pick a ban
3. Try to lock in but fail
4. Watch the countdown reach 0
5. Wait for about 2 mins
6. Find yourself back in the lobby
7. Try to join ranked queue again but find yourself penalized with "5 mins wait before joining queue" punishment for not locking in
8. Cry

The countdown can be for anyone. For example, if I am the last pick and waiting for the third pick to ban a champ, then it shows as if that player has not picked a ban while the countdown keeps going till it reaches zero and the whole champ select process stops further progressing (for me) from there.

I've tried this 3 times, first time it happened at the very last minute when all the picks were over so I was able to "reconnect" with the game by restarting the client. Although, It never moved beyond the banning phase for the other two tries.
