I have the same issue. Anytime I upgrade a skill it puts white rectangles on my screen.

Same, and lvl up skill arrows sometimes get stuck too

That goes the same for Viktor and Khazix or any champ with spell upgrade.

I've seen it on kaisa and k6 bu viktor didn't have it last time i played him.
