Champions and Skins missing?

Noticed this a few days ago, at first it was just my friends league, on a different computer, different house. Now it is happening to me, for some reason it says I do not own some champs, although I do and it shows in my purchase history, same with some skins. I log out and log back in but it doesn't work. Any ideas what is going on, kind of annoyed that I cannot play some of my champs.
