Bottom lane Outer Tower not attacking minions

It happened to me in this game where I was playing Sona with MF. When we first realized the tower was not attacking it was shortly after dragging a large wave of minions above the tower below tri-brush. I have not done any testing on trying to replicate this bug in any way shape or form but this was a really bizarre and game breaking bug that could highly impact other games that are played. Sorry for not being too much help with this post but hopefully someone who reads this can do a more thorough investigation and figure out why this happened.

As the MF in question, I'd just like to add confirmation that this did indeed happen.

The minion wave pulling was the most noteworthy thing that happened at the time when I first noticed it, but it's possible it was occurring before that point in the game. Another possibility might be related to the opposing support was a tahm kench, so perhaps the tower aggro got 'stuck' on a minion that was devoured?

It should be noted that the tower did continue to aggro on enemy champions, although it wasn't clear whether they needed to draw the aggro with minions around by attacking one of us (i.e. the tower was still respecting that minions were pushed to the tower), or if the tower would aggro them immediately upon entering range (i.e. it was as if it wasn't seeing the enemy minions at all).

And no, there was no ohmwrecker built at any point in the game, much less pre-20 when it was first noticed as happening.
