Twisted Fate Ult lvl 1 Didn't work

During a bot game I used Twisted fate ulti as I spawned (after dying) at around lvl 7 or 8. I was spamming ult as I spawned and when it went off I couldn't teleport anywhere else. I tried spamming it around me but it wouldnt go off. I was planning to use it to get back into lane faster.

I hovered the destiny to see if I can see the aoe but that wouldnt even show. Only after Destiny duration finished, I could see the distance of Destiny when hoving my mouse over it.

I the particals for enemys showed though. I could see all the enemy bots with the destiny eye above their heads.
